Gary Healy

Gary Healy is a senior manager in the Strategy Advisory Services group at Pricewaterhousecoopers. Prior to PwC Gary was Director of Market Development in the Commission for Communication Regulation (ComReg) with responsibility for strategy development including the future development of Communications Markets in Ireland and communications market reviews. Gary was also chair of the European Regulators Group senior project team responsible for the review of Communications Directives and has been negotiating at senior levels in the European commission and across a number of national regulators on the key issues in the 2007 Communications Framework review currently being debated in the European Parliament and Council. Prior to joining ComReg, Gary worked in senior positions for a number of multinationals including Chief Financial officer at a Citibank subsidiary and general manager for Thomson Financial Services.
Gary has just completed a PhD on the reasons governments delegate powers to independent agencies, specifically powers in relation to radio spectrum management. Gary holds an MBA from DCU and degrees from Westminster and Middlesex University. Gary is also a qualified accountant.
