Michael O’Keeffe
Chief Executive, Broadcasting Commission of Ireland (BCI)
Michael O’Keeffe joined the Independent Radio and Television Commission (IRTC) on its establishment in 1988 and was appointed Chief Executive in March 1991. Prior to joining the IRTC, he had worked in a number of Civil Service Departments, most notably in the Civil Service Training Centre, where he had responsibility for management and communications training.
In September 2001, the Broadcasting Commission of Ireland (BCI) was established to replace the IRTC and Michael was appointed as Chief Executive. Michael’s primary responsibility within the BCI is to implement Board policy on radio and television licensing, codes of standards in advertising and programming and the operation of the recently introduced Broadcasting Funding Scheme.
He also represents the BCI on industry bodies such as the Joint National Listenership Research (JNLR) Committee, the Advertising Standards Authority of Ireland (ASAI) Complaints Committee and he is Ireland’s representative at the European Platform of Regulatory Authorities (EPRA) in which he acted as Chairman from May 2003 to May 2005.
