BCI launches Ownership and Control Policy Consultation Document

The Broadcasting Commission of Ireland (BCI) has today (Thursday 16th June) launched a review of the impact and effectiveness of its Ownership and Control Policy (2001). The Commission announced this review last February and it will be concluded before any further commercial radio licensing takes place.
As part of the review process, the BCI has produced a consultation document which sets out the framework in which the policy operates and identifies the key questions being addressed. The main focus for attention here are the specific rules set down by the Commission for considering the ownership and control structures of broadcasters and media concentration. All stakeholders are being invited to access the document and to submit their responses before July 20th next.
Commenting on the launch of the consultation process, Chief Executive of the BCI, Michael O´Keeffe said, "The Irish independent broadcasting sector is entering a new phase of development. There is significant interest in the establishment of new commercial radio and television services and the Ownership and Control Policy is a key part of the licensing framework. The Commission believes that the current policy has worked well since it was introduced in 2001. However, changes may now be required to ensure the continued development of a diverse and viable broadcasting sector. The Commission is anxious that all stakeholders participate in this review process."
The closing date for receipt of submissions to this consultation process is Wednesday July 20th. The Commission will consider these submissions at its meeting in early September and it is intended that a revised policy will be introduced in the last quarter of 2005.
