BROADCASTING COMMISSION OF IRELAND SIGNS CONTRACT WITH CLAREMORRIS COMMUNITY RADIO

The Broadcasting Commission Ireland is pleased to announce the appointments of Dr. Ruth-Blandina Quinn to the new position of position of Broadcast Archiving Officer, Declan McLoughlin to the position of Broadcasting Standards Officer, and Patricia Kelly to the position of Licensing and Compliance Officer.
Dr. Ruth-Blandina Quinn, who has worked with the BCI for four years, will have responsibility for the establishment of a broadcast archive in Ireland. As Research Officer, she was responsible for designing and carrying out research for the development of a range of broadcasting codes and rules, including the Children’s Advertising Code and the Code of Programming Standards.
Prior to joining the BCI, she was a university lecturer and policy analyst, specialising in the areas of arts policy and adoption law. Dr. Quinn holds a PhD in Public Policy from the University of Limerick together with an MA and BA (Hons.) in Political Science from University College Dublin. In addition, she holds a Diploma in Theatre Studies and Performance Art and worked for many years in professional theatre and film before returning to study for her PhD.
As Broadcasting Standards Officer, Declan McLoughlin will have responsibility for the development and review of a range of broadcasting codes and rules, including the General Advertising Code, the Code of Programme Standards and the Children’s Advertising Code. Declan has worked with the Commission since 2002 as Licensing and Compliance Officer with responsibility for a range of licensing and compliance activities, in particular the work of the Commission’s programme monitoring unit.
Prior to joining the Commission, Declan worked as a Station Manager in the community radio sector. Declan is a graduate of All Hallows College, Drumcondra, where he received a BA in Theology and Philosophy.
Patricia Kelly will be responsible for a range of licensing and compliance functions and activities in her new role as Licensing and Compliance Officer. Patricia will also oversee the organisation, management and development of the work of the programme monitoring unit. Patricia has worked with the Commission since 1999.
Prior to her appointment as Licensing and Compliance Officer, she worked as an Executive Officer with the Broadcasting Division of the Commission. During this time, her work enabled her to gain valuable experience in the areas of licensing and compliance and establish relationships within the broadcasting sector.
Speaking about the appointments, Michael O’Keeffe, Chief Executive of the BCI said, “The Commission is delighted to announce the appointments of Declan Ruth-Blandina and Patricia to their new positions in the BCI. The experience and understanding of the industry they have gained to date will greatly benefit the development of their respective areas of work.”
